Possible values:
  • 01
    : Issuer will never approve.
  • 02
    : Issuer cannot approve at this time.
  • 03
    : Issuer cannot approve with the details provided in the authorization request.
  • 04
    : Generic error.
  • 98
    : Other.
  • 99
    : Payment insights response category match not found.
